Early Intervention Services Testing Specialist
20 hours/week - Non-Exempt
The Early Intervention HIV Testing Specialist works in collaboration with clients and agency staff to coordinate and deliver the required HIV and HCV testing programs. Coordinates the testing program to acquire supplies, access field test kits, comply with testing protocol for both in-office and field testing environments and addressing test results with clients. Possesses a detailed knowledge and experience level in HIV and HCV testing protocol and client interaction for HIV and HCV testing and referral. Position reports to the CEO.
General Description of Activities:
Conducts outreach and network testing programs and provides HIV testing on a daily basis at AFL and in the field; refers clients to EIS staff as required;
Facilitates client network referrals and testing services with all service providers;
Performs walk-in/in-office testing and extended testing opportunities for both outreach and network testing coverage in the community served;
Prepares testing field environments to ensure a proper location is established for space, lighting, safe location and general facility layout and accommodations;
Executes under agency, Dept. of Public Health and CDC service delivery protocol for all phases of the HIV testing program;
Maintains a current knowledge of HIV and HCV testing protocol, medical treatment, disease trends and updates on related programs;
Works collaboratively with other agency staff in developing and ensuring comprehensive services for clients;
Attends all mandated internal and Dept. of Public Health trainings;
Conducts client data collection and entry into DPH system; ensures all data and files are audit-ready. Properly escalates matters requiring further review;
Maintains both a valid driver’s license and car insurance; and
Performs other duties as assigned.
A strong commitment and passion for people living with HIV/AIDS, and those who are peripherally affected by the disease;
Extensive knowledge of HIV and HCV testing protocol, including rapid and confirmatory testing, within guidelines established by the agency, DPH and CDC;
Knowledge of HIV/AIDS including testing, diagnosis and treatment; must be qualified and possess updated training credentials to conduct rapid HIV and HCV testing;
Ability to effectively manage a comprehensive HIV and HCV testing program addressing client communications, conducting rapid testing, making appropriate referral services and client follow-up as required;
Knowledge of healthcare disparities and the ability to target critical populations for creating effective service outreach provider plans;
A bachelor’s degree in Human Services or related field or four or more years’ relevant experience or equivalent combination of education and experience;
Strong written and verbal communication skills;
Both a team oriented person and the ability to work independently, with minimum supervision; possess the required judgement to properly escalate issues to management;
Computer proficient (MS Office) and the efficient use of relevant software programs;
Must be able to multi-task and cross-train for other assignments/programs;
The ability to work in a culturally intelligent organization to ensure effective delivery of client care and assignment of resources;
Must operate within a Harm Reduction model;
Must have own transportation, both valid driver’s license and insurance; and
Bi-lingual ability preferred.
